LGUs assert local autonomy and stand united against large-scale mining

ATM Statement | October 14, 2024

In a significant demonstration of solidarity, local government officials from Sta. Catalina (Negros Oriental), Cantilan (Surigao del Sur), Carmen (Surigao del Sur), Magdiwang (Romblon), Brooke's Point (Palawan), Palo (Leyte), and Tampakan (South Cotabato) came together today to support one another in their efforts to protect their communities from the destructive impacts of large-scale mining.

During a forum on local autonomy, which also marked the launch of Alyansa Tigil Mina (ATM)’s annual Mining Hell Week, the officials pledged their commitment to protecting their communities' health, environment, and future.

Our communities are not alone in this fight. Together, we are building a strong network that empowers us to make decisions that prioritize the well-being and sustainable development of our people,” said Carlo Rey Tansiongco, Sangguniang Bayan (SB) Member of Magdiwang, Romblon. “This collaboration brings hope for healthier, more resilient communities and a brighter future for generations to come.”

The forum provided a platform for sharing strategies and experiences, inspiring and encouraging the officials to strengthen their collective resistance. “The insights shared today have reinforced our resolve. We feel more empowered and confident in our capacity to assert our rights and make informed choices for our communities,” Rencio P. Valeroso, SB Member of Carmen, Surigao del Sur added.

“The exchange of strategies with our fellow local government units (LGUs) has uplifted our spirits and reinforced our resolve. The insights shared by our communities have clarified many of our concerns, giving us the confidence to continue our collective efforts for a sustainable and thriving environment,” added Nilo S. Bigno, SB member of Carmen, Surigao del Sur.

Jaybee Garganera, National Coordinator of ATM, emphasized the importance of respecting the anti-mining stance of local governments. “The Local Government Code empowers LGUs to shape development programs for their localities. They have the right to reject mining projects that they believe are detrimental to their communities,” Garganera stated. “We call on the national government, especially the Department of Environment and Natural Resources (DENR) and Mines and Geosciences Bureau (MGB), as well as mining corporations, to respect the rights and autonomy of LGUs and their communities.”

ATM and participating LGUs urged national leaders to honor the principles of local autonomy and prioritize sustainable and people-centered development over the interests of mining corporations.

“This is not just about opposing mining; it’s about reclaiming our right to decide what is best for our communities and our future,” SB member Tansiongco concluded.
