Alyansa Tigil Mina welcomes the report prepared by Asian Forum for Human Rights and Development (FORUM-ASIA), LILAK (Purple Action for Indigenous Womenโs Rights) and Balay Alternative Legal Advocates for Development in Mindanao, Inc. (BALAOD Mindanaw).
The report confirms what has been said before. That is, there is limited, if not non-existent, genuine participation by mining-affected communities in the decision-making process of allowing mining operations in their areas. It also documents the impacts of mining in the communities.
We are thankful for this report because it provides us with more indisputable data about the experiences of people in the communities regarding mining. This report is an important contribution that should be made available to decision-makers, especially those pushing for the passage of the Alternative Minerals Management Bill.
Particularly, this report reveals the lies peddled by OceanaGold regarding its mining practices. This is, therefore, useful in our campaign against the harmful impact of OceanaGoldโs mining operations.
The report likewise reveals how the DENR lacks the capacity to regulate large-scale mining. It is clear that DENR lacks the personnel, expertise, budget, equipment and even political will to deal with mining companies.
We urge the DENR to consult local governments and grassroots communities and involve them in a mechanism where they can give reports and feedback.
We also appeal to the DENR not to believe in the propaganda of mining companies regarding responsible mining. There is no legal definition of responsible mining, therefore there is no standard by which mining companies and the DENR can be made accountable.
