ATM – TFDP Job Announcement – March 21, 2017

The Task Force Detainees Philippines (TFDP) / Alyansa Tigil Mina (ATM), is looking for qualified

applicants for the following full-time, project-based positions:

 

1. PLANNING, MONITORING, EVALUATION and LEARNING (PMEL) OFFICER

 

2. FINANCE OFFICER


1. PLANNING, MONITORING, EVALUATION and LEARNING OFFICER

 

Duties and Responsibilities:

 

a) Lead role in designing and implementing a monitoring, inspection and evaluation

procedures for the projects and programs of the alliance;

 

b) Facilitate the timely gathering, recording and reporting of data and information during

project implementation to be used for assessment, evaluation and planning exercises;

 

c) Coordinate closely with the PMEL focal person of NTFP for the SRJS Project;

 

d) Provide feedback on the strategies, tactics, approaches and implementation of ATM’s

projects and programs;

 

e) Draft monthly, quarterly and annual project reports;

 

f) Cull out lessons from project and program implementation through assessment

sessions, alliance assemblies, and consultations with staff and partners;

 

g) Facilitate documentation and reporting of assessments, program data, lessons learnt

and best practices for internal and external sharing;

 

h) Act as focal person for project communication, especially in coordinating information

request and documentation of best practices for internal and external sharing.

 

Qualifications:

 

a) Must be a graduate of any social science or communication course or equivalent years

 

of experience in development work

 

b) Has skills in writing, editing and research work

 

c) Familiarity with environmental, natural resources, management and development issues

 

d) Has at least three (3) years experience in project / program management

 

e) Must be a fast-learner and good team player

 

f) Must be willing and fit to travel

 

 

2. FINANCE OFFICER

 

Duties and Responsibilities:

 

1. Prepares and maintains updated Books of Accounts of the project (general ledgers and

subsidiary ledgers, bank statements and bank reconciliation).

 

2. Reviews and approve cash disbursements, journal entries, and other financial related

matters.

 

3. Prepares monthly variance report and quarterly Financial Statements of the project for

the Finance Manager and the Project Coordinator; including cash position statements;

supporting schedules Statement of Sources and Application of Funds in all project

activities

 

4. Support role in the preparation of annual budget and at least quarterly cash flow

projection.

 

5. Performs financial monitoring activities; trends of Budget vs Actual Expenditure per

program, conducts regular cash count of the established petty cash funds, enforce the

implementation of budget guidelines; and other financial policies and procedures.

 

6. Monitor efficient financial and administrative systems, in close coordination with

National 
Coordinator;

 

7. Provides support to finance and admin staff including in areas of financial planning,

control 
systems developments, audit matters and financial reporting.

 

8. Support role to National Coordinator and Project Management Teams in the conduct of

annual Audit

 

Qualifications:

 

1. At least a college graduate with degree on Business Administration major in Accounting;

preferably a Certified Public Accountant. If undergraduate, commensurate work

experience will be considered.

 

2. With at least 3 years experience as finance officer including, financial analysis and

reporting, supervisory role and administrative function.

 

3. Knowledgeable in accounting and auditing systems and procedures, financial

management and monitoring, budgeting and financial planning.

 

4. Knowledgeable on government regulations on financial matters, such as taxation and

other statutory requirements.

 

5. Good verbal and written communication skills, ability to supervise team and coordinate

with project management.

 

6. Knowledgeable in basic software programs such as MS Excel and Word.

 

7. Very good knowledge and experience in accounting software.

 

8. Familiarity with NGOs and development work an advantage.

 

9. Knowledge and experience in Emergency Response and Rehabilitation Work an

advantage.

 

10. Must be smart, articulate, fast-learner, and hardworking, team-worker.

 

11. This position will be based in Manila, but the staff must be willing to travel.
